As a court under the jurisdiction of the Hong Kong High Court, the necessary legal framework for the establishment of the Hong Kong International Commercial Court is provided for in the High Court Ordinance and the High Court Rules.

The Hong Kong judiciary noted that to align with international practices and reflect the international and cross-jurisdictional nature of cases, the Hong Kong International Commercial Court will extensively utilize technology in case handling, including remote hearings, electronic filings, e-bundling, and the use of voice-to-text transcription technology to enhance judicial efficiency.
