动察 Beating AI Flash: Lawmakers in the United States and the United Kingdom are simultaneously pushing for legislation to ban "superintelligence." U.S. Senator Bernie Sanders and Representative Greg Casar have unveiled a proposal for the "Artificial Superintelligence Ban Act," aiming to permanently prohibit the development and deployment of superintelligence, while pausing the development of more advanced AI until a new federal regulatory agency establishes safety rules. Individuals found in violation could face up to 20 years in prison, and companies could even be forcibly dissolved. The bill has not yet been formally submitted to Congress, with introduction expected in the coming weeks.
In the UK, Labour MP Alex Sobel has introduced a Superintelligence Bill in the House of Commons. It not only seeks to ban the development and deployment of superintelligence capable of undermining human control over institutions such as governments, but also requires the government to monitor and restrict systems that could lead to superintelligence. Both the U.S. and UK proposals call on governments to push for international agreements to prevent research and development from relocating to other countries.
However, both bans currently face long odds of becoming law. The U.S. proposal runs counter to the current administration's AI policy direction; the UK government has also not endorsed a full ban, and Sobel's bill is closer to a public initiative by a lawmaker, with very low chances of actually passing.
