Landmark CLARITY Act Faces August Deadline—or a 2027 Reset

CoinEx News: U.S. Senate Republicans released a 616-page integrated CLARITY Act draft on July 22, combining the Banking and Agriculture committee versions. The new text keeps the proposed division of digital-asset oversight between the Securities and Exchange Commission and Commodity Futures Trading Commission, adds consumer and illicit-finance safeguards, and protects developers who build software without controlling user funds. It also adds ethics restrictions on senior federal officials and their spouses, although seven key Democratic negotiators say the current version still needs stronger safeguards.

The Senate is due to begin its summer recess on August 7, leaving only a short window for a vote. The bill needs 60 votes to pass, but no exact vote date has been set. If lawmakers miss this window, they can still try again later in 2026, but time will be tight. If the bill does not become law before the current Congress ends, it expires and the process must start over in 2027.

Supporters, including a16z and Coinbase, argue that CLARITY would create a landmark U.S. rulebook for deciding when crypto falls under securities or commodities regulation, how platforms protect customers, and when software developers are responsible for moving money. a16z calls it a once-in-a-generation framework; the broader industry coalition says clearer rules would keep builders, investment, market activity, and jobs in the United States.
