In a letter to US Senate Majority Leader John Thune and Minority Leader Chuck Schumer, the NSA stated that considering the extensive work done by Congress, the government, and industry stakeholders on the legal, regulatory, and enforcement issues related to the bill, the organization has decided to "step back and allow the legislative process to proceed" to establish a clear, effective, and urgently needed regulatory framework.

Previously, the NSA had opposed certain provisions in the bill related to the regulation exemption for cryptocurrency mixers, believing that such provisions might weaken law enforcement's ability to trace on-chain transactions and recover funds for victims. The NSA had criticized the CLARITY Act for "protecting the crypto industry rather than the public."

Currently, the US Senate is scheduled to hold a procedural vote on the CLARITY Act on September 15th. Although the bill has made progress in the Senate Agriculture Committee and Banking Committee, issues such as stablecoin incentives, tokenized stocks, and potential conflicts of interest involving the Trump family remain contentious.
