Encourage the establishment of an international AI open-source community, conduct international exchanges and cooperation in open-source communities, promote the sharing of universal large models, basic algorithms, and tool components. Collaboratively develop open-source compliance systems and security guidelines. Support countries in conducting localized innovation based on open-source models, build a global AI open-source ecosystem that is open, shared, secure, orderly, and collaboratively governed.
