The proposal aims to reduce the blockchain's footprint of non-monetary data, such as limiting most new transaction outputs to 34 bytes, restoring the 83-byte limit for OP_RETURN, and temporarily restricting Taproot-related functions, in order to "protect Bitcoin's core attributes as a currency." The proposal utilizes a miner signaling activation mechanism and sets a User Activated Soft Fork (UASF) deadline in early August, attempting to address the incentive distortion issue introduced by standardizing arbitrary data support.
One of the most controversial aspects of BIP-110 is the modification of the Bitcoin protocol upgrade's signaling mechanism. Under the current rules, an upgrade typically requires 95% miner support to activate; however, BIP-110 proposes to significantly lower this threshold to 55%.
Nevertheless, supporters and opponents of BIP-110 hold sharply contrasting views. Supporters believe that this action can relieve node operators' burden and combat "junk" transactions, while opponents, including prominent developers Jameson Lopp and Michael Saylor, criticize that it may undermine Bitcoin's neutrality, hinder Layer 2 development and script upgrades, and even freeze some existing UTXOs. Dathon Pwn identified the "BlockSlop" consensus vulnerability: nodes that enforce BIP-110 may not revalidate old blocks, posing a risk of blockchain history divergence. Michael Saylor stated that the governance risk of BIP-110 outweighs the problem it attempts to solve. The proposal currently has very low miner support, intense community discussion, and uncertain prospects for activation.
Bitcoin governance faces another test. BIP-110 not only tests technical details but also highlights the deep-seated dispute over who has the authority to decide Bitcoin's future. While some see the proposal as a necessary cleanup measure, critics warn that enforced data limitations could set a precedent for censorship and may not effectively curb junk transactions, instead shifting the issue to more challenging areas like UTXO bloat. The Bitcoin community is closely monitoring the dynamics leading up to the August deadline, as this event may become a significant milestone in Bitcoin's protocol evolution.
