Black Sea Escalation: Kazakhstan Oil Export Terminal Shut Down, Simultaneous Rise in Energy and Food Supply Risks

Drone attacks have led to the suspension of key oil export facilities in Kazakhstan, impacting Ukraine and Russia's grain shipment capacity. The global energy and agricultural supply chain is facing a new round of pressure.

The Caspian Pipeline Consortium (CPC) announced on Monday the suspension of crude oil loading operations. Previously, the terminal briefly resumed operations after a drone attack, but during the loading process of the oil tanker "Nelsa" at Berth 1, it was attacked again and caught fire. The CPC described the event as a "terrorist attack," which did not result in an oil spill but has ceased all loading activities for safety reasons.

The CPC pipeline is the main oil export route in Kazakhstan, transporting crude oil from Kazakh projects of Chevron, ExxonMobil, Shell, and other international energy companies. As CPC crude oil is not subject to sanctions, it has always been an important supply source for European refineries. The navigation through the Turkish Straits is affected by the US-Iran conflict, and the blockade of Black Sea exports further exacerbates the global crude oil supply tightness.

Simultaneously, Black Sea grain transportation is also affected. After Russia and Ukraine intensified restrictions on commercial shipping in the Black Sea and the Sea of Azov, international wheat prices have risen to a two-year high, and prices of corn, canola, and other agricultural products have also increased simultaneously.

Ukraine has stated that its Black Sea grain export capacity has decreased by about one-third due to continuous attacks. Russia, as the world's largest wheat exporter, is facing restrictions on transportation through the Sea of Azov.

Analysts believe that the Black Sea's energy and food supply risks, combined with the crisis in the Turkish Straits, extreme weather in Europe, and the impact of El Niño, may further escalate global inflationary pressure, especially posing a challenge to Middle Eastern, African, and Asian countries that rely on Black Sea agricultural imports.
