The U.S. Senate has postponed the vote on the cryptocurrency regulation bill "CLARITY Act" for five weeks until the end of the summer recess, increasing the possibility that Congress will not be able to complete cryptocurrency market regulation legislation in the near term.
The "CLARITY Act" had previously received bipartisan support in the House of Representatives and aims to establish a federal regulatory framework for digital assets, clarify regulatory responsibilities for crypto assets, and promote the integration of digital assets into the U.S. financial system.
Republican Senator from North Carolina, Thom Tillis, stated that with the vote postponed to September, the probability of its passage "may have decreased by 50%." Wyoming Republican Senator Cynthia Lummis, who is responsible for driving the negotiations, criticized that the discussions have been ongoing for nearly 11 months, the bill has expanded by about 300 pages, and has met the extensive amendment requests put forward by the Democrats, and it is now time to move to the voting phase.
Currently, the Democrats remain opposed to the bill, with the key sticking point being the provision limiting the interests of government officials in crypto assets. The Democrats believe that the current version does not adequately restrict federal officials from investing in and promoting crypto assets, nor does it require related individuals to divest completely. They also hope to give state attorneys general stronger enforcement powers.
Some Democratic and Republican lawmakers had previously been pushing for stricter ethics regulations, but negotiations with the White House are still ongoing. The Democrats are particularly concerned about the ties between Trump and his family to crypto projects like World Liberty Financial.
The crypto industry had hoped that the Senate would at least hold a procedural vote before the summer recess to adjust political spending for the 2026 midterm elections based on legislative progress. Data shows that the major political action committee in the crypto industry, Fairshake, had nearly $200 million in cash reserves at the beginning of this cycle.
