The specific payment and enforcement mechanisms will be developed by the competent authority in the future.
The Iranian side stated that this plan is based on international legal frameworks such as the United Nations Convention on the Law of the Sea (UNCLOS). When a vessel violates the principle of "innocent passage" or poses a threat to the security, public health, and ecological environment of coastal states, coastal states have the right to take appropriate measures and may charge fees for providing public health and environmental protection services.
The head of the Iran Environmental Protection Organization emphasized that ensuring the safety of navigation and sustainable passage through the Hormuz Strait requires corresponding financial support, and stated that "the security of the Hormuz Strait has been, is, and will be the responsibility of the Islamic Republic of Iran."
